Article 1 [Name]
This association shall be known as the Shikukai.

Article 2 [Purpose]
Through kendo, we aim to provide international bushido education for adults and foster the healthy development of children.

Article 3 [Constitution]
The constituent organizations shall be as follows.

(1) Representative of the Shikukai... Positioned as the representative overseeing all organizations.

(2) Volunteer Association... Composed of parents and members of the general public who support the objectives of the Shikukai. It elects a chairperson and vice chairperson.


  1. a) Administrative Office: Composed of members elected from parents or adult members to handle administrative tasks necessary for the club's operation. One person each is elected for the positions of Administrative Director, Deputy Administrative Director, Treasurer, Scheduler, Public Relations Officer, Match Coordinator, and Event Coordinator.
    * Concurrent positions are permitted.
    * Each period shall be one year, from April.
    The duties of the secretariat officers shall be separately stipulated. (See Supplementary Provisions)

    The Leadership Division shall appoint individuals recommended by members of the Nokukai and approved by the representative as Division Head, Instructor, or Assistant Instructor.
    * Certified Instructor - Individuals holding a Junior Level or higher Social Sports Instructor certification, or those deemed suitable for the role.
    * Assistant Instructor - A black belt holder deemed suitable for the role.

    Article 4 [Activities]
    To achieve the objective,
    (1) Practice at a predetermined date and time
    (2) Participation in Regional Kendo Tournaments
    (3) Participation in away training sessions and away matches in other regions
    (4) Other activities deemed beneficial for sound development shall be determined on a case-by-case basis. Content agreed upon with the Volunteer Association shall be approved by the Representative of the Shikukukai, with the Secretariat handling notifications.

    Article 5 [Expense Management]
    (1) General activity expenses shall be covered by membership fees. Expenses for athlete members participating in regional kendo tournaments and traveling to other regions shall be borne by each individual.
    (2) Expenses for the team leader and instructors during expeditions shall be determined separately.

    Article 6 [Membership Fees]
    ◇Membership Fee: Flat rate of ¥3,000
    ◇Monthly membership fee: Flat rate of ¥5,000 *Revised as of April 2011

    * The specified membership fee is automatically deducted from each member's designated Japan Post Bank account on the 25th of every month.
    * For households with three or more members joining, the monthly fee for the third member and subsequent members is half price at ¥2,500.
    * An annual review based on the financial report is conducted by the secretariat in March.

 

Article 7 [Membership, Resignation, and Suspension/Reactivation]
(1) Membership
The Director of Administration accepts membership applications from individuals or their guardians at any time. The period starting from the application date is designated as a free trial period of approximately one month. Upon approval from the President, the applicant becomes a full member starting the following month. Membership fees are waived during the free trial period (maximum one month).

(2) Withdrawal
Requests for withdrawal from the association by the member or their guardian shall be accepted at any time by the representative or the office manager. After confirming the reason, the representative of the Shikukukai shall approve the withdrawal. Due to the procedures for stopping automatic payments, notification must be given at least one month in advance. Should a member wish to rejoin, they must complete the membership application process again. Members shall understand that membership fees are not only compensation for instruction but also a valuable source of funds used for the association's operational expenses. Members shall cooperate in avoiding unnecessary withdrawals and re-joins.

Article 8 [General Meeting]
The general meeting of the Nokukai is held every April to deliberate and confirm the following matters.
(1) Re-election of the chairperson, bureau chief, and section chief of the constituent organization as necessary.
(2) Financial report covering the period from April 1 of the previous year to March 31 of the current year.

Article 9 [Certification of Resolutions]
Each decision shall be deemed deliberated upon with a majority of members present, and shall be adopted by a majority vote of those present.

Article 10 [Responsibility]
(1) Accidents during practice or matches, and unforeseen accidents during round trips including away games
All liability for compensation shall be borne solely by the victim, and no liability shall be sought from the instructor for any participant.
(2) Each individual shall manage their own protective gear and other equipment, and shall not hold others responsible.

Article 11 [Insurance]
All members shall, in principle, enroll in sports insurance. Premiums must be paid to the office by the end of February each year. Members joining mid-year shall complete procedures through the treasurer at any time.

Article 12 [Miscellaneous]
Matters not specified above shall be determined through consultation on a case-by-case basis.

Supplementary Provisions

The duties of the secretariat officers shall be as follows.

1) Secretary-General

Oversee administrative operations. Maintain close communication with the representative and chairperson to build an efficient organization and resolve issues. Develop annual events and budgets.
Handling membership applications and cancellations, and managing the membership roster

2) Deputy Director-General

Assist the Secretary-General.
One representative from the adult division (high school age and above) may be appointed, and a sub-representative may also be designated. Responsible for managing match schedules, practice days, and events, and relaying information to the relevant staff.
Preparation and submission of the annual activity report.

3) Matches and Registration

Supporting the treasurer in handling notifications to members regarding official matches and promotion (dan) examinations, attendance confirmation and registration, as well as collecting match participation fees. Assigning and coordinating individual roles.

4) Match and Registration Support

Assist the Tournament and Registration Officer. Primarily handle guidance for members regarding official tournaments and promotion (dan) examinations, attendance confirmation, and registration for child members. Also support the Treasurer in collecting tournament participation fees.


5) Accounting Clerk
Handle financial affairs and management related to the association. Process and confirm monthly membership fee deductions.
Collection and payment procedures for membership fees, sports (volunteer) insurance, tournament entry fees, and Kendo Federation dues. Payment and settlement of other expenses.
Preparation and Submission of Annual Financial Statements

6) Accounting Assistant

Assist the treasurer. Primarily handle the collection and payment procedures for children's membership fees, sports (volunteer) insurance, match application fees, and Kendo Federation dues. Also manage other expense payments and settlements.

7) Sports Insurance Section

Handle registration, application, and management of sports (volunteer) insurance, and provide support for members' claims when injuries occur.

8) Public Relations Officer
Public relations activities to promote the association. Updating and managing the Nokukai website.
Recruiting new members.
